Separate customs status from registration eligibility
Before paying for a car abroad, ask two different questions: how Customs will treat it, and whether the Road Transport Department will register that exact vehicle. A favourable customs outcome does not establish compliance with registration, approval or technical requirements.
Give both authorities the VIN, first-registration date, vehicle category, specification and intended use. Do this before shipping. Storage and transport costs can continue while a document or eligibility problem is being resolved.
Prove Union status
Cyprus Customs explains that a vehicle in EU free circulation can move from another member state without import duty when its Union status is established. Do not reduce that to “bought in Europe means tax-free”. Country of purchase, customs status and VAT treatment answer different questions. Customs: vehicles from EU member states.
Ask the seller and shipping agent what accepted proof will accompany the vehicle and who will provide it. Keep the original foreign registration certificate and purchase documents. For a used passenger car, Customs also identifies an RTD CO2 document, TOM119A, in its process. Confirm the current document pack for your specific circumstances.
Understand the VAT definition of used
For the destination-VAT distinction described by Cyprus Customs, a vehicle is used only if it is both more than six months from first entry into service and has travelled more than 6,000 km. Otherwise it can count as a new means of transport.
Both conditions matter. A low-mileage car can still be treated as a new means of transport for VAT even if someone has previously registered and driven it. “Used” in an advert is not a tax classification.
Ask Customs how the invoice, seller type, prior VAT treatment and your circumstances affect the transaction. Do not assume that a price including tax abroad eliminates every destination-VAT issue. Keep evidence of the advice and calculation you receive.
Build the full cost file
Request separate written figures for the vehicle, transport, transit insurance, port handling, agent work, storage, customs-related amounts, inspections, approval work and registration. Add the cost of any changes needed for use in Cyprus and the insurance premium for the actual vehicle.
Some costs may remain estimates until assessment. Mark them as estimates rather than turning them into a precise total. Our relocation comparison helps compare this route with renting, leasing or buying locally.
Before arrival and clearance
Agree who handles the arrival documents and any deadlines. The Customs guidance includes procedural timing, but your agent should confirm the start event and current requirement for your shipment. Keep copies accessible while retaining originals where required.
Transfer-of-normal-residence relief is a separate question with its own conditions. Being a new resident is not automatic proof of entitlement. Ask about eligibility before relying on a relief in your budget.
After customs
Complete RTD registration and any technical requirements, then arrange insurance and other documents needed before road use. We have not verified current age, emissions, type-approval or left-hand-drive eligibility for every imported vehicle. Obtain a vehicle-specific answer; do not infer approval from another owner's experience.
A pre-shipping independent inspection can help assess condition but does not replace customs or registration clearance. Vehicles from the UK or another non-EU country follow a different customs starting point.
